The Challenge

South Africa’s nuclear sector operates within a complex and evolving policy, regulatory and institutional environment, yet there was no consolidated, evidence-based assessment of how these policies and protocols influence the sector’s economic performance, investment potential and long-term development. Industry stakeholders lacked a clear understanding of how existing policy frameworks affect market structure, infrastructure requirements, supply-chain participation, localisation, skills development and the ability of public and private institutions to respond to future nuclear opportunities.

The research was therefore required to establish a credible baseline of the sector’s current structure, trends and dynamics, and to identify the economic constraints and opportunities arising from the prevailing policy environment. This would enable decisionmakers to better understand the implications of policy choices, address gaps in sector readiness and support more informed planning, investment and industrial-development decisions.
